The pin names are taken from the PCB inside the tuner itself, which seems to have been manufactured by ALPS, incidently. The only pin I'm unclear about the purpose of is V-30. What's it for? Perhaps to tell the express to ignore the cart slot and display video? Who knows?
If someone has both these units, it would be much appreciated if they could measure the state of the v-30 pin while the tuner is active. see if it's just dc, or if theres some frequency or actual data being sent. personally, i'd like to set up my turbo express as a little rgb monitor, just for fun. so if someone can complete this pinout, it would be great.
